Unprecedented ambition is transforming the landscape into a source of new exports, an ambition that is measured more in dizzying numbers than individual projects. A feasibility study begins for a dam, El Bala, that would submerge the heart of Madidi National Park to produce 1600 to 4800 MW of electricity, but in announcing the contract, President Evo Morales speaks of a potential 48,000 MW of new projects across the country. Government aspirations for energy production also include investing US$2 billion in a nuclear power plant in Viacha, a still-hypothetical prospect that would place the vast El Alto–La Paz metropolis at risk in the event of a major accident. When exploratory drilling in the Lliquimuni petroleum block in the northern Bolivian Amazon is inaugurated, Morales proposes building an improbable but possible oil refinery to commoditize oil from a cluster of oil fields underneath the rainforest. At an agricultural policy forum, co-hosted by the government, the peasant confederation CSUTCB, and big agribusiness (the Chamber of Agriculture of the East), the government proposes quintupling the land under cultivation in the next decades, mostly by expanding mechanized monoculture. While the peasants are partners in the summit, it is the Chamber who drafts the legislation that follows. Speaking to the European Union, the president vows that global South governments “will not be park rangers” on behalf of the global North. He returns home to sign a decree authorizing oil and gas extraction in National Parks as a national strategic priority. In public speeches, Morales has also pledged that NGOs and foundations that stand in the way of using Bolivia’s natural resources face expulsion from the country.
This was the country I visited for the past three weeks. I’m at a point of inflection in my research agenda from studying how movements build power and exert pressure to looking at the how conflicts between indigenous peoples and extractive industries will evolve under the Plurinational State. In part because of the power built by indigenous movements, Bolivia is a place where indigenous territories and rights have some of the most extensive protections in written law. Those legal commitments contradict equally formal commitments by the government to fulfill oil, mining, and logging contracts, and the government’s drive for new revenues to fund its anti-poverty social agenda. Conceptualized from afar, this should be a complex story of uncertainty and contradiction, of the indigenous state official who is pulled in two directions, of hard choices and ambivalences. An international sign-on letter has been released in support of the Isiboro-Secure National Park and Indigenous Territory in the Bolivian Amazon and plains, currently threatened by a proposed highway that would cut the territory in two. The letter calls for the Bolivian government to recognize the right of indigenous people to freely accept or reject development projects, including the highway, and to negotiate in good faith with the cross-country indigenous march in its defense.
The signers—sixty-one environmental, human rights, indigenous, health, anti-privatization, and global justice organizations— hail from five continents and identify as supporters of Bolivian social movements and the Plurinational State of Bolivia’s proactive diplomacy on environmental and human rights issues. However, they warn: “the country’s pioneering work on all these issues
also comes with a great responsibility. Bolivia’s continued ability to press forward this vital agenda will be affected by its consistency and moral credibility on matters of human rights and environmental protection.”
The Eighth Grand Indigenous March, which set off from Trinidad in mid-October, has travelled half of its planned route to La Paz, but currently faces a blockade by some members of the Union Confederation of Intercultural Communities of Bolivia (formerly the Union Confederation of Colonizers, that is agricultural settlers on frontier lands). Both the blockaders and Bolivian police are currently preventing the advance of the march towards La Paz, as well as additional volunteers, food, medicine, and supplies sent from La Paz.
While outgoing Peruvian President Alan García’s government negotiated major concessions to Aymara and Quechua protesters who led a 50-day regional strike against polluting mines, he didn’t back down in his rhetoric attacking the value they place on the land. And thirdly, to defeat the absurd pantheist ideologies that believe that the walls are gods and the air is a god. In the end, to return to such primitive forms of religiosity where one is told, “don’t touch this hill because it is an Apu and is filled with millennia-old spirit,” and who knows what else. Well, if we reach that point, we wouldn’t do anything, much less mining. Don’t touch those fish because they are creatures of god and expressions of the god Poseidon. We would return to this, let’s say, primitive animism. Right? I think that we need more education [of these people], but that is long-term work that just can’t be fixed right away.
You can go to whatever place where the population in good faith and in accordance with their education says “No! Don’t touch this here which is our sanctuary,” and one asks of what is this sanctuary, right? If it’s a sanctuary for the environment, fine and good! If it’s a sanctuary because here are the souls of the ancestors, watch out! The souls of the ancestors are surely in paradise; they’re not here! And let them allow you who are alive today to feed yourself and have work through the investment in those hills.
